AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE
SOUTH ELGIN AND COUNTRYSIDE FIRE PROTECTION DISTRICT
AND THE CITY OF ELGIN FIRE DEPARTMENT
FOR USE OF A RESERVE PUMPER
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute an agreement on behalf of the City of Elgin with the
South Elgin and Countryside Fire Protection District providing
for the use of a reserve pumper, a copy of which is attached
hereto and made a part hereof by reference.

AGREEMENT
WHEREAS, the City of Elgin and the South Elgin and
Countryside Fire Protection District maintain fire departments
for the protection of persons and property residing within the
corporate of each; and,
WHEREAS, said communities have entered into mutual
protection agreements whereby the respective Fire Departments
• of each of the participants may be called upon to assist the
other in time of emergency; and,
WHEREAS, the City of Elgin has two reserve pumpers
for fire fighting purposes; and,
The South Elgin and Countryside Fire Protection
District has requested that they be allowed the use of a City
of Elgin reserve pumper to be used in the event that a South
Elgin and Countryside District line engine is removed from
service; and,
WHEREAS, it is mutually deemed sound, desirable,
practical and beneficial for the parties to this agreement to
render assistance to one another in accordance with these
terms :
NOW, THEREFORE, in consideration of the covenants
and agreements contained herein, it is agreed as follows :
1 . That the City of Elgin would only make a pumper
available for the use of the South Elgin and Countryside Fire
Protection District when the reserve pumper owned by the City
of Elgin is available. It shall be the sole and final
determination of the Fire Chief or the Deputy Chief of the
Elgin Fire Department as to whether or not the City of Elgin
has a pumper which is available for use by the South Elgin and
Countryside Fire Protection District.
2 . In the event that such a pumper is available for
use by the South Elgin and Countryside Fire Protection
District, a charge of $35. 00 per day will be assessed for the
use of said pumper.
3. The South Elgin and Countryside Fire Protection
District will make arrangements for the pick up and delivery
of the reserve pumper. The reserve pumper will be maintained
by the South Elgin and Countryside Fire Protection District in
compliance with the Standard Operating Procedures for Vehicle
Maintenance of the City of Elgin which are attached hereto and
made a part hereof as Exhibit A. The pumper will be fully
equipped.
4 . If during the course of use of the reserve
pumper by the South Elgin and Countryside Fire Protection
District, it becomes the decision of the City of Elgin Fire
Department that the City of Elgin requires the use of this
reserve pumper, the South Elgin and Countryside Fire
Protection District will return the reserve pumper
immediately, upon receipt of any verbal or written
notification of this request.
5 . That the South Elgin and Countryside Fire
Protection District shall furnish to the City of Elgin, a
certificate of insurance, acceptable to the City of Elgin,
holding harmless the City of Elgin for all claims for damages
which may arise out of the aforementioned use of the reserve
pumper by the South Elgin and Countryside Fire Protection
District, including general liability, Workman' s Compensation,
and loss or damage to the reserve pumper.
6 . In the event of any breach by the South Elgin
and Countryside Fire Protection District of any of the
agreements contained herein, and in addition to any additional
rights the City of Elgin may have pertaining to this
agreement, the City of Elgin may forcibly, if necessary, take
possession and remove the reserve pumper from the control of
the South Elgin and Countryside Fire Protection District.
7 . Any party hereto may withdraw from this
agreement by giving thirty (30) days written notice of its
intention to do so upon each other party.
8. The term City of Elgin and City of Elgin Fire
Department shall be construed as being the same entity.

STANDARD OPERATING PROCEDUVRES
Cold Weather Pump Operation
Vehicle -and Equipment.Maintenance
Pumps will be carried wet year round. During •freezing weather pumps
will be engaged and water circulated through booster cooler and/or
tank fill lines, both if so equipped.
Pump pressure of 60 PSI to 90 PSI will be sufficient.
Booster lines will be drained after use in freezing weather either
with air blow outs or manually as required.
The above procedures should be used when the outside temperature
drops below 15-20 degrees above zero.
4 The Seagraves are equipped with auxiliary pump and pump panel heat-
ers, use as necessary.

Electrical Systems and Batteries For All Equipment
Vehicle and Equipment Maintenance
In order to minimize problems and unneeded expense with electrical
systems, the following guidelines are to-be followed:
1. If your assigned vehicle has the maintenance free type batteries
with the indicator eye, the eye should be green. If not green,
the battery must be charged. Most batteries of this type have
no provision for checking electrolyte level.
2. If your battery is the type with removable caps (diesel) the
water level should be checked daily. A hydrometer reading
should be taken once a week during your weekly check. . A
hydrometer reading of 1225 or less requires that the battery
be charged. All cells should read relatively the same.
3. Only distilled water is to be added to any battery. Each sta-
tion is required to maintain a supply of distilled water. It is .
available from Station 1 on your monthly supply list. A good
working hydrometer is also necessary and can be obtained by
contacting the Maintenance Division at Station 2.
4. Engineers are. responsible for keeping batteries clean, this
includes battery posts and cables.
5. Whenever servicing or charging batteries, eye protection (gog-
gles) will be worn.

6. When charging batteries, put the positive charger lead on the
positive battery post, and the negative charger lead on the
negative battery post. Be sure charger is turned off before
connecting or removing charger leads.
7. Unnecessary lights will be turned off at the scene if possible.
Good judgement will prevail. Safety is our primary concern, but
most situations will allow at least some emergency lights to be
turned off. This apply to all equipment, not just ambulances.
8. All equipment will be idled up at the scene, Engineers use their
pump panel throttle. All ambulances are equipped with fast idle
controls. Their use is mandatory, even if emergency lights are
shut down. In addition to allowing the alternator a chance to
keep up with demand, fast idle will improve patient comfort
through better operation - of the heater and air-condition sys-

terns. Fast idle also reduces chances of overheating problems in
summer weather.
9. All possible electrical loads such as headlights, heaters, etc.
will be turned off before shutting the vehicle off. The
Bostrom switches will always be turned off at the hospitals
after unloading a patient. Bostrom switches must never be
turned off with the vehicle running.

Motor Oils For Fire Department Vehicles and Equipment
Vehicle and Equipment Maintenance
_ All Fire Department gasoline powered vehicles shall use 10 W 30
weight motor oil. A supply of one quart bottles will be stored in
each station housing such equipment.
Motors on AMKUS tools shall use 10 W 30 motor oil.
All diesel powered vehicles shall use 40 weight oil, this includes
diesel generators.
All pump primers shall use 40 weight oil.
All gasoline powered 4 cycle lawn mowers, lawn tractors, edgers, snow
blowers, lawn vacuums and generators shall use 40 weight oil.
(, Forty (40) weight oil is stored at station 2 in a 55 gallon drum. A
supply of this oil should be picked up and. stored in each station for
use.
10 W 30 oil is stored at Station 2. Contact any Department Mechanic
to obtain additional supply.

Daily Blue Book Check
Vehicle and Equipment Maintenance
The engineers responsibilities on a daily basis shall include but not
be limited to the following checks.
Proper engine oil level
Anti-freeze level •
Fuel gauge level
Air brake pressure
Visual check of booster tank level, do not rely on pump panel gauge
for daily .checks
Battery water level
Visual check for tires and under carriage
If any problems or questions arise during theses daily checks, such
as leaks etc. , call Station 2 maintenance.
