ESTABLISHING A RECYCLED PRODUCT PROCUREMENT POLICY
WHEREAS, the volume of material disposed of at county
landfills has been increasing annually; and
WHEREAS, sanitary landfill space s at a premium and it
is becoming increasingly difficult to s 'te new landfills; and
WHEREAS, much of the material hat enters the waste
stream can be recycled, reused or incorporated in the manu-
facture of new products; and
WHEREAS, city participation in and promotion of recycling
programs can significantly reduce t e volume of material
entering the waste stream thereby ex•ending county landfill
life expectancy and reducing expenses; -rid
WHEREAS, for recycling programs t. be effective, markets
must be developed for products that incorporate postconsumer
materials in their manufacture, are re sable, or are designed
to be recycled.
NOW THEREFORE BE IT RESOLVED by he Council of the City
of Elgin as follows:
1 . All city departments should conduct a review of
existing product and service specifications to determine
whether existing specifications eith:r require the use of
products manufactured from virgin materials or exclude the use
of recycled products, reusable products, or products designed
to be recycled.
2. In the event that such specifications do exclude the
use of recycled products or requi a the use of virgin
materials, then such exclusions or requirements should be
eliminated unless the pertinent department or entity can
demonstrate to the satisfaction of th- purchasing agent that
these recycled products would not achieve a necessary
performance standard.
3. All city departments may re ommend changes to the
purchasing agent to ensure that performance standards for
particular products can be met and tha specifications are not
overly stringent, and to recommend hanges to ensure that
specifications will incorporate a req irement for the use of
recycled materials, reusable products and products designed
to be recycled to the maximum extent practicable subject to an
alternative showing that either the performance of the product
will be jeopardized or that the produc will negatively impact
health, safety or operational efficiency.
4 . Outside contractors bidding o provide products or
services to the city, including pr'nting services, must
demonstrate that they will comply w th the specifications
described in paragraph 3 to the greates extent feasible.
5 . City staff will use recycled paper in all copy
machines that will accept it.
6 . When recycled products are u-ed, reasonable efforts
shall be undertaken to label the pro•ucts to indicate that
they contain recycled materials. Cit departments shall use
for their mast-head stationery and en ,elopes, recycled paper
that includes postconsumer recycled content and indicate on
the paper and envelopes that they con ain recycled material .
Other recycled products used by the C ty shall also indicate
that they contain recycled material to ' he extent practicable.
7 . A price preference may be giv:n to recycled products,
reusable products offered as alter atives to disposable
products, and products designed to be recycled where they are
offered as alternatives to non-recyclable products . The
preference percentage shall be based on the lowest bid or
price quoted by the supplier o' suppliers offering
non-recycled products.
8 . The city will cooperate t• the greatest extent
feasible with neighboring city and county governments in an
effort to develop a comprehensive, consistent and effective
procurement effort intended to sti ulate the market for
recycled products, reusable products, . nd products designed to
be recycled.
9 . All related city departments •.hall work cooperatively
to further the purposes of this polic, . The city' s economic
development process shall incorporate the goal of stimulating
the market for recycled materials .

SUBJECT: Recycled Product Procurement Pol 'cy
PURPOSE: This memorandum shall provide i formation which sup-
ports the approval of a resolution which =stablishes a Recycled
Product Procurement Policy for the City.
' BACKGROUND: The U.S. Conference of Mayor, has invited munici-
pal governments to participate in a na "ional "Buy Recycled"
campaign as a part of Earth Day - April 22, 1991. They have
asked municipalities to establish progra s and policies that
require the purchase of recycled produc s and sustain local
recycling programs .
The City Environmental Task Force ha- drafted a resolution
that establishes a recycled product procurement policy for the
City of Elgin to adopt. The City alread, engages in numerous
recycling efforts and purchases recycled products. The adop-
tion of such a policy would further pro ote a citywide recy-
cling effort.
FINANCIAL IMPACT: Recycled products may b- slightly more expen-
sive, but prices should level off as more arkets develop.
RECOMMENDATION: It is recommended that 'he subject Resolution
be approved, thus establishing a Recycle. Product Procurement
Policy for the City of Elgin. Remember if we're not buying
recycled, we're not recycling.

SUBJECT: Office Paper Recycling Program
PURPOSE: The intent of this document is to present an outline
for an office paper recycling program at major City facilities.
BACKGROUND: Staff has met with representatives from Elgin Wayne
Disposal to discuss a portion of the solid waste collection
contract which provides for an office paper recycling program.
Facilities to be included are as follows:
1 . City Hall.
2 . Police Department.
3 . Public Works .
4 . Engineering.
5. Fire Station No. 1 .
6 . Riverside Water Treatment Plant.
Attached is a copy of a letter dated June 29 , 1990 from Mr.
Frank McCoy which outlines the overall scope of the proposed
program. Representatives from each City facility have been
briefed on the details of the program.
FINANCIAL IMPACT: There are no direct expenses to be incurred by
the City. Participation at each individual work station will
obviously be necessary.
RECOMMENDATION: It is recommended the City Council authorize the
implementation of an office paper recycling program as outlined
herein.

Waste Management Responsibilities
We will assign a recycling coordinator to work with the
City of Elgin until the program is functional. This will
include:
1. Presentations to custodial and maintenance crews.
2. Presentations to City employees.
3. Securing the proper containers, decals, etc.
from manufacturers and distributing them to the
City at no charge.
4. Placement of outside storage containers.
It is Elgin Wayne Disposal's commitment to work with
the City of Elgin to implement a completely integrated,
comprehensive recycling program. This recycling program
will set the example in solid waste handling practices for
all municipalities. We believe this initiative makes a
Quantum leap towards long-term solutions in Illinois
landfill issues.
