RESOLUTION
APPROVING CHANGE ORDER NO. 3 IN THE CONTRACT WITH
WIL-FREDS CONSTRUCTION FOR THE SLADE AVENUE WATER FACILITY
WHEREAS, the City of Elgin has heretofore entered into a
contract with Wil-Freds Construction for the construction of
the Slade Avenue Water Facility; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 3,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 3, a copy of which is attached hereto and made a part
hereof by reference.

SUBJECT: SLADE AVENUE FACILITY CHANGE ORDERS
PURPOSE:
This memorandum will provide the Mayor and Council with
information to consider in authorizing change orders to the
existing contracts for design and construction of the new Slade
Avenue facility. It is also the intent of this memorandum to
inform of potential and anticipated change orders.
BACKGROUND:

On September 13, 1989, a contract was awarded to Clark Dietz,
Inc. , to design a new water facility for the Slade Avenue site.
On September 26, 1990, a contract was awarded to Wil-Freds
Construction for construction of this facility. These
improvements are essential in order to replace this outdated,
deteriorated facility and maintain the well and pumping
functions that are a vital part of the City's water system.
Incomplete records of this 100-year-old facility and of the
various changes made to it over the years created a design based
upon unpredictable conditions. As construction progresses,
these unpredictable conditions are becoming visible, and change
orders are required.
The first change order is for a variety of electrical
modifications, including routing, conduit material, and manhole,
hand hole, and conductor changes.

The second involves a variety of items including replacement of
sections of storm sewer found in unacceptable condition,
rerouting of the new 24" low service water line due to
unforeseen physical conditions of the existing piping, addition
of a valve and vault on the new 24" line to avoid interruption
of service during the connection of a future main projected by
the distribution system master plan being developed by Black &
Veatch, and modification of a door header with addition of
conduit and connectors for computer cables.
The third is to change door knob handles to lever handles for
handicap access .
During shop drawing review it was discovered that no solid state
protection was requested for any of the well or motor starters
nor were meters sought for monitoring the wells. Also, it was
found that a secondary fused switch and a 5 KV neutral conducted
could be eliminated. These changes will, however, require
additional design effort.
Review of the well sites prior to placement of new electrical

equipment found the vaults of the two wells with modifications
included in the work scope in need of replacement and the
balance of the wells in need of vault work and replacement
pads. This work will also require additional design effort.
Additional changes that further affect the work scope of this
project have been identified. The changes are to thrust blocks,
pump control panel, excavation and fill of the lime lagoon (unit
priced in the contract) , construction of the electrical changes
associated with the additional design effort listed above,
construction associated with the additional well work scope,
additional work associated with the flooding of an excavation
due to an unidentified main, unidentified lime lagoon decant
vaults interfering with the new building foundation, changes to
conduit, change from an elbow to a tee on the pump suction line
for continuity of service, retaining wall design, and removal of
existing unidentified piping interfering with the building
foundation.

In keeping with one of the original criteria of this project,
the aesthetics of the site have been taken into consideration
when addressing functional changes .
Some of the changes will affect the project completion time; it
is projected that the substantial completion date may be delayed
by 30 days, bringing the projected completion date to July 30,
1992 .
There are additional costs accruing to the project that are not
directly associated with existing contracts; they are the costs
of quality control testing services and utility company charges
for changing the existing utility services.
FINANCIAL IMPACT:
Quotes have been obtained from the general contractor and the
consultant for the three construction change orders and the two
design change orders described above.

The contract with Wil-Freds for construction of this project is
for $3,694,400 . There are sufficient funds available in the
Water Department' s operating fund to pay for these projected
changes.
The contract with Clark Dietz, Inc. , for design services is for
$358,777 . Again, sufficient funds are available in the water
operating fund for these changes .

RECOMMENDATION:
It is recommended that the City Council approve these change
orders to the original contract with Wil-Freds Construction for
a total credit of $17,386 and approve the changes to the design
contract with-- Inc. , for a total of $6,417 .

Well Modifications
Dear Dennis:
I have received your letter of March 29, 1991 requesting modification to
the work for the referenced project to include well site modification.
Mr. Vogel informed me that you inquired about the inclusion of this work
in our existing contract. I have reviewed our contract and files to find
an answer to your question. The Project Scope in the contract
specifically includes new electrical controls and service to the six
wells. There is no mention of other work related to the wells. I did not
find any correspondence in our files related to the work outlined in your
letter. Therefore, I do not believe this work is a part of our current
(ow contract.
I have attached an estimate to perform the design work outlined in your
letter of March 29, 1991. Based on that estimate, I am requesting that
you authorize us to proceed with the work for an additional lump sum fee
of $ 4,500. We will proceed with the work upon receipt of your
authorization.

SUBJECT: Plat of Dedication for College Green Drive, a
Detention Easement and Two Utility Easements
Within Woodbridge North Subdivision
PURPOSE: This memorandum will provide the Mayor and Council
with information to consider approval of various plats within
Woodbridge North Subdivision (see the attached sketch) .
rft BACKGROUND: The final plat for Woodbridge North Subdivision
Units 1 and 2 was approved by Council on August 22, 1990. This
plat did not, however, include the subject off-site dedication
and utility easements. The right-of-way dedication and public
utility easements are required before the City can accept the
underground improvements within the subdivision. Currently
there is watermain, sanitary sewer, and storm sewer located
within the proposed right-of-way and utility easements.
FINANCIAL IMPACT: None. .
RECOMMENDATION: It is recommended that the City Council
approve the subject dedication and easements and direct staff to
prepare the plats for recording with Kane County.
