ACCEPTING THE PROPOSAL OF WESTON FOR
LEAF COMPOSTING PERMIT APPLICATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of Weston for leaf composting permit
application, a copy of which is attached hereto and made a
part hereof by reference.

Subject: Proposal for Providing Additional Information for
Leaf Composting Permit Application
Dear Mr. Miller:
Roy F. Weston, Inc. (WESTON) has evaluated the Illinois EPA' s
comments of 4 January 1991 regarding the compost Permit
Application, and has discussed these comments with Mr. Ken Smith of
IEPA, the permit reviewer. WESTON believes that these comments can
be addressed by the following actions:
• Prepare a legal description of the site.
• Design stormwater runoff and leachate collection and
retention facilities.
• Install several test borings on the site.
• Provide notification of the Permit Application.
In addition, the Illinois Historic Preservation Agency has
requested a Phase I archaeological survey of the site.
It is WESTON's opinion that these items can be readily satisfied
and a compost permit can be obtained. The costs for preparing
these items, and revising the permit application are based on the
following:
• Legal Description: $100
Preparation of a legal description by a licensed
surveyor (Burnidge and Westphal) .

• Drainage Facility Design: $1, 000
WESTON will prepare calculations and modifications
to the permit drawings and narrative.
• Soil Borings: $1, 500
The minimum drilling charge from Professional
Services Industries, Inc. is $950, which
will provide 3 on-site borings drilled to 15 feet.
WESTON will locate soil borings in the field and
modify the permit application when results are
obtained.
• Notifications: $500
WESTON will prepare and send notification letters to
Elgin's General Assembly members, the Daily Courier
News, and property owners within 250 feet of the 12 . 5
acre facility.
• Archaeological Survey: $600
This survey requires that the ground be unfrozen
and free of snow. Consequently, in order to conduct
the survey before winter weather arrived, WESTON,
after discussions with you, obtained the services of
a qualified archaeologist on 21 December 1990, who
then conducted the work the same day. The survey
found no archaeological material of significance and
recommended no further archaeological work. A copy
of the archaeologist's report was submitted to you on
31 December 1990. The cost for this work includes
WESTON' s time to obtain the archaeologist.
WESTON proposes to complete the above-outlined follow-up project on
a Lump Sum basis for $3 ,700. This fee is firm and cannot be
changed unless it is mutually agreed that the scope of work has
changed from that outlined in this proposal.

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: City Manager
SUBJECT: IEPA Yardwaste Composting Permit Application
Roy F. Weston, Inc. Contract Amendment
PURPOSE: The intent of this memorandum is to provide informa-
tion relative to an amendment to the subject engineering con-
tract.
BACKGROUND: The City Council passed a resolution on August 22,
1990 accepting a proposal from Roy F. Weston, Inc. to prepare
an application for a yardwaste composting permit. The applica-
tion was submitted to the IEPA on October 3, 1990 . The applica-
tion, at our direction, was a bare-bones approach so as to mini-
mize future site development costs for the City.
The IEPA responded by certified letter on January 4, 1991
wherein additional data and information was requested. Work is
necessary for a legal description, leachate control, soil bor-
ings and public notification. We discussed the IEPA require-
ments with representatives from Weston and secured their at-
tached proposal dated February 8, 1991. We note the Weston pro-
posal includes the services of two local firms for surveying
and soil borings .
In addition, the Illinois Historic Preservation Agency
(IHPA) requested a Phase I archaeological survey of the site by
separate letter dated November 29, 1990 . It is noted that
staff authorized the Phase I survey and that work was complet-
ed on December 21, 1990 before winter conditions forced a
lengthy delay. No archaeological material was recovered by
that survey.
FINANCIAL IMPACT: The original agreement with Weston included
a fee of $3,300 . This follow-up work to satisfy IEPA require-
ments amounts to $3,700, including the Phase I survey which has

been completed. This expenditure was not anticipated, but
funds are available from the Sanitation Division Budget under
#875 - Misc. Services for yardwastes .
RECOMMENDATION: Given the fact that the Settler' s Hill
Yardwaste Facility has been permanently closed, this site may
be our only alternative for leaf disposal. Therefore, it is
recommended that the proposal dated February 8, 1991 from Roy
F. Weston, Inc. to revise the IEPA permit application in the
amount of $3,700 be approved.
