AUTHORIZING EXECUTION OF A JOINT AGREEMENT WITH
THE COUNTY OF KANE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute a Joint Agreement on behalf of the City of Elgin with
the County of Kane for the installation of traffic signals at
the intersection of Randall Road and Royal Boulevard, a copy
of which is attached hereto and made a part hereof by
reference.

Approving Joint County/City of Elgin Agreement to provide traffic
signals at the intersection of Randall Road with Royal Boulevard.
WHEREAS, the City of Elgin and County of Kane are agreeable to
jointly cause the improvements to be constructed and it will be necessary
to enter into an agreement embodying such provisions.
NOW, THEREFORE, BE IT RESOLVED that the Chairman of the County Board
be and he hereby is authorized to execute such a joint agreement between
the County of Kane and the City of Elgin.

JOINT AGREEMENT
COUNTY OF KANE AND CITY OF ELGIN
INSTALLATION OF TRAFFIC SIGNALS
INTERSECTION OF RANDALL ROAD AND ROYAL BOULEVARD
AN AGREEMENT, entered into this 27th day of February, 1991
by and between the COUNTY OF KANE, hereinafter called "COUNTY" ,
and the CITY OF ELGIN hereinafter called "CITY" , witnesseth;
WHEREAS, it is deemed necessary in order to facilitate the
free flow of traffic and to insure safety to the motoring public
to provide traffic signals at the intersection of Randall Road
with Royal Boulevard.
WHEREAS, the COUNTY OF KANE and the CITY OF ELGIN are
desirous of making said improvements in that the same will be of
immediate benefit to the COUNTY' S and the CITY' S residents and
permanent in nature; and
WHEREAS, the proposed improvements and Phase II engineering
which is estimated at $410, 000 . 00;
NOW, THEREFORE: , in consideration of the mutual promises
and covenants herein contained, the COUNTY and the CITY hereby
agree as follows :
A. The COUNTY OF KANE agrees to have said work
constructed under its supervision and contract in
accordance with the plans prepared by the Kane County
Division of Transportation and approved by the
Illinois Department of Transportation.
B. The COUNTY OF KANE agrees to pay fifty percent (50%)
of the cost of engineering and construction and the
CITY OF ELGIN agrees to pay fifty percent (50%) of the
cost of engineering and construction for the
installation of traffic signals at Randall Road with
Royal Boulevard.
C. The CITY OF ELGIN agrees to operate, energize, and
maintain the above traffic signals at its expense upon
completion of the project.
D. The right to control the sequence and timing of the
traffic signals shall reside with the COUNTY OF KANE.
This agreement shall be null and void in the event the
contract covering the construction work contemplated
herein is not awarded by July 1, 1991 unless a time
extension is mutually agreed upon by the COUNTY and
the CITY.
E. During the course of construction, the COUNTY and the
CITY shall pay their respective shares of each pay
estimate as approved by the resident engineer.
F. The COUNTY and the CITY shall each pay their
respective shares for engineering services upon
approval of invoices of same by the COUNTY.

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: City Manager
SUBJECT: Randall Road and Royal Boulevard
Proposed Traffic Signals
PURPOSE: This memorandum will provide the Mayor and Council
with information to consider entering into an agreement with
Kane County to construct the subject improvement.
BACKGROUND: Kane County has prepared an intergovernmental
agreement to cover the installation of new traffic signals at
the intersection of Randall Road and Royal Boulevard. A copy of
the agreement is attached for your consideration. These signals
are warranted under the Manual of Uniform Traffic Control
Devices .
The improvements include not only signals for all four legs of
the intersection, but also left turn bays on Randall Road for
traffic moving to Royal Boulevard. The controller will be
compatible with those installed as part of the ongoing program
throughout the City. Because Royal Boulevard is a City street,
it was planned that one-half ( 1 ) of the cost would be borne by
the City and County.
FINANCIAL IMPACT: The cost of this improvement is estimated to
be $410,000 with the County and City paying $205,000 each. The
annexation agreement with Safety Kleen requires them to pay 50%
of the City's share. The estimate of cost at the time of the
preparation of the annexation agreement was $300,000, which
would have made Safety Kleen's share of the cost $75,000. This
latest estimate of cost would make their share $102,500. The
annexation agreement has Safety Kleen paying for the west leg of
Royal Boulevard which is to be constructed as part of the
development of their property. The remaining cost for the
signals for the east leg of Royal Boulevard was to be funded by
elk an equal sharing of the cost between the City and Valley Creek
of Elgin.

Since negotiations with Valley Creek are still not resolved over
the Tyler Creek bridge and railroad crossing, likewise my
proposal to them to split their obligation for 25% of the
Randall/Royal signals is not operative. Thus, recommendation is
for the City to enter into the County agreement, then notify
Valley Creek of its 25% share obligation pending resolution of
other issues .
RECOMMENDATION: It is recommended that the City Council
authorize the Mayor and City Clerk to sign the intergovernmental
agreement with Kane County for the installation of traffic
signals and the construction of left turn lanes at the
intersection of Randall Road and Royal Boulevard and notify
Safety-Kleen and Valley Creek of their reimbursement obligations
to the City of Elgin.
