AUTHORIZING EXECUTION OF AMENDMENT NO. 1 TO AN
AGREEMENT WITH BLACK & VEATCH
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to execute Amendment No. 1 to an
agreement on behalf of the City of Elgin with Black & Veatch
for the Comprehensive Water Master Plan, a copy of which is
attached hereto and made a part hereof by reference.

AMENDMENT NO. 1
TO
AGREEMENT FOR ENGINEERING SERVICES
THIS AMENDMENT NO. 1 , executed in triplicate, between the City of Elgin,
Illinois (Owner) and Black & Veatch, Engineers-Architects (Engineer)
shall modify the AGREEMENT FOR ENGINEERING SERVICES dated July 26, 1990.
WITNESSETH: That the Owner employed the Engineer to perform engineering
services related to preparing a Comprehensive Water Master Plan
involving evaluation and study of water supply, treatment, transmission,
and distribution and including an SDWA impact assessment. The water
transmission and distribution evaluations consists of a two-phase update
of the City's recent distribution study addressing the East and West
Booster District and an overview of the complete distribution system.
Based on a cursory review of the previous distribution study, its
allocation of water demands, and preliminary recommendations relative to
a revised improvement plan, the Engineer has recommended and the Owner
has concurred that the scope of work relative to Phase 100 - Water
Transmission and Distribution Update must be expanded to allow proper
facility sizing and confirmation of the revised recommended improvement
program. In response to these supplemental services, certain revisions
must be made to the Contract. In compliance, therefore, the terms and
conditions of the Original Contract are modified as specifically set out
below. All other parts of the Original Contract remain unchanged.
ATTACHMENT A - SCOPE OF SERVICES
Under Phase 600 - Supplemental Services, expand the referenced original
tasks by adding the following task descriptions relating to evaluations
and study under Phase 100 - Water Transmission and Distribution Update:
TASKS
1O7A - Review and evaluate the City KYPIPE model results to
and determine if they correlate closely with realistic
114A operating conditions.
Convert KYPIPE model to BVNET and prepare a skeletonized
network drawing. The network drawing will be a mylar
tracing with a USGS base map background.
Conduct preliminary BVNET analyses using 1989 Water System
Distribution Analysis Report water demand allocations.
Prepare letter to Mr. Claus Dunkelberg of Donahue and
Associates, Inc. to confirm Engineer's interpretation of
various sections of the 1989 Water System Distribution
Analysis Report.

102A - Evaluate the existing pumping, storage and distribution
and facilities. Evaluation will consider (1) configuration of
113A High and Low Pressure Zones, (2) relationship to pumping
and storage, (3) system pressures, (4) overall system
reliability and operational flexibility.
104A - Review historical population, using 1980 and preliminary
and 1990 U.S. Census data , population projections, and other
113B available information from current City planning
documents. Estimate future population in the Low and High
Pressure Zones.
Using water production data provided by the City for the
pumping stations and storage facilities, determine the
maximum day and hour demands for the years 1985-1990 for
the Low and High Pressure Zones. Review and revise the
historical demand ratios for the maximum day and maximum
hour condition. Based on water production and metered
sales records determine "unaccounted-for" water use.
Review metered sales records by customer class
(residential , commercial , industrial , etc. ) for the City' s
meter districts. Estimate the historical water use by
customer class for each meter districts. Based on the
population and historical water use studies and review of
planning and zoning maps supplied by the Owner, estimate
the average day, maximum day, and maximum hour water use
for Base Year 1990 and design year 2010 for the Low and
High Pressure Zones.
107B - Based on the City's meter districts, census tract
and boundaries, physical boundaries, etc. , establish planning
114B areas for use in the BVNET computer model of the City's
distribution network. Allocate 1990 residential ,
commercial/industrial , and unaccounted-for demands to
junctions in the BVNET model. Demand ratios for maximum
day and maximum hour will be assigned to each planning
area by customer class.
A Base Year 1990 historical peak demand period will be
selected for verification that the BVNET model accurately
represents flows and pressures in the distribution system.
The selection of the maximum hour periods will depend on
the availability of recorded discharge pressures at the
pumping stations. The BVNET model will incorporate
existing mains and pumping facilities only.
Following verification of the Base Year BVNET analysis,
allocate future demands for the design year 2010 analyses.

108A - Prepare a design memorandum to summarize the results of
and previous tasks and establish the basic assumptions, design
114C criteria, control elevations, system inputs, design
pressures, and system constraints for computer modeling.
The population estimates, historical peak water use, water
use by customer class, and future water use projections
will be summarized in the design memorandum.
109A - Conduct computerized hydraulic analyses based on a
and re-allocation of water demands and on revised information
114D from the Owner.
Consider various alternatives to optimize facility design
and confirm cost-effective system improvements.
Alternatives to be considered include: (a) transfer of
water supply from Riverside Plant (Junction 309) to
Airlite Reservoir (Junction 364), (b) construct a third
West Booster Station at Airlite Plant (Junction 364) ,
(c) convert the Congdon Tower (Junction 28) storage
capacity to provide suction storage for a future East
Booster Pumping Station (Junction 33), (d) confirm
elevated tank sizing, overflow, and capacity at Junctions
125 and 135 and, (e) consider East Booster Station to be
constructed at Junction 70.
112A - Expand report to include a narrative discussion of the
and additional study items presented hereinbefore.
118A
Under Subparagraph I , submittal of draft copies of reports for Phase 100
- East and West Booster Districts Study shall be increased to a
120-calendar day period.
ATTACHMENT B - COMPENSATION
Under Subparagraph C, the following establishes the compensation for the
additional work. For Supplemental Services, as identified hereinbefore,
the City agrees to pay an amount equal to the Engineer's salary costs
times 2.83 plus reimbursable expenses at cost and plus subcontract
billings times 1.05. A maximum amount to be invoiced for these
Supplemental Services shall not exceed $25,000.

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: City Manager
SUBJECT: Water Department Master Plan
Engineering Services
PURPOSE: This memorandum will provide the Mayor and Council with
information to consider authorization of an engineering agreement
with Black and Veatch for the preparation of the subject plan.
BACKGROUND: The City Council at the Committee of the Whole Meeting
on April 25 , 1990 authorized the staff to negotiate an agreement
with Black and Veatch and on June 13, 1990 concurred in the scope
of services and the proposed engineering service fee. Attached is
a copy of the Agreement for Engineering Services for your consider-
ation.
FINANCIAL IMPACT: As previously reported in my memorandum of June
6 , 1990 , the engineering service fee for the four phases of the
study total $163 , 054 which will come from the Water Department' s
contingency account.
RECOMMENDATION: It is recommended that the City Council authorize
the execution of the Agreement for Engineering Services with Black
and Veatch, Engineers - Architects by the City Manager for the
subject water master plan.
