RESOLUTION
IN SUPPORT OF THE REFERENDUM QUESTION TO THE VOTERS OF
SUBURBAN COOK COUNTY AT THE GENERAL ELECTIONS ON
NOVEMBER 6 , 1990 ON THE ISSUE OF SINGLE-MEMBER DISTRICTS
WHEREAS, a referendum question on electing the members
of the Cook County Board by single-member districts will be
submitted to the voters of Cook County at the general election
on November 6 , 1990; and
WHEREAS, such referendum question provides that
single-member districts will be predicated upon the federal
government' s 1990 census; and
WHEREAS, the affirmation of such referendum question
shall mandate the election of members of the Cook County Board
of Commissioners by single-member district commencing with the
1994 primary and general elections; and
WHEREAS, presently the members of the Cook County Board
are elected from two districts, Chicago and that part of Cook
County outside Chicago; and
WHEREAS, the referendum question is an effort to strive
for optimal geographical , political and equitable
representation on the Cook County Board of Commissioners
through election by single-member districts; and
WHEREAS, the results of such referendum will be given
the effect of law as provided in the Constitution of the State
of Illinois and the laws of the State of Illinois; and
WHEREAS, the opinion of the voters of Suburban Cook
County on this question is important and in the best public
interest; and
WHEREAS, the residents of Suburban Cook County are
entitled to accountable and fair representation on the Cook
County Board of Commissioners; and
WHEREAS, presently the residents of Suburban Cook County
are not fairly and adequately represented on the Cook County
Board by the at-large election of Suburban County
Commissioners; and
WHEREAS, affirmation of the aforementioned single-member
district referendum will provide accountable and fair
representation for Suburban Cook County.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ELGIN, ILLINOIS, that the City of Elgin, Cook and
Kane Counties, Illinois supports affirmation of the referendum
question to the voters of Suburban Cook County at the general
election to be held on November 6 , 1990 on single-member
districts .

Dear Mayor Van De Voorde:
The question regarding Cook County single member districts will
be on the ballot November 6, 1990. Unfortunately, to date this
issue has not had much public notice. We believe that Mayors
of suburban communities will benefit by having County Board
members who would be elected from each local geographic area.
County Board members who are receptive to local needs would be
an important change in terms of County Board membership.
As time goes on, County government is becoming more important.
This referendum is a chance for local officials to get some
input into the running of county government.
We Suburban Mayors are asking for a resolution from your Board
in support of this referendum. By the way, this is a binding
referendum so that if it is carried, it would force the county
to go into single member districts.

WHAT? Single member district representation on the Cook County
Board
WHEN? Election Day, Tuesday, November 6th, 1990
WHERE? On the election ballot as a binding referendum question.
WHY? Because you should have a County Commissioner you can name,
who lives in your neighborhood, who represents YOU.
WHAT'S THE DIFFERENCE?
Now the 17 Commissioners are elected "at large", 10 from the
city, and 7 from the suburbs.
Now you don't Know who your commissioners are.
Now you don't know what they stand for.
Now you don't know what they've done, or haven't done.
Now you don't know who's deciding how to spend the billion
dollars in the budget. '1)
On November 6th, you have a chance to change that, by
approving the single member district plan.
HOW? If the referendum is successful, lines will be drawn to form 17
compact districts, using the 1990 census figures. Beginning in .
1994, one county board commissioner would be elected from
each of these single member districts.
VOTE YES, SO
-You will know who your commissioner is.
-You will be able to choose your county commissioner just as
you do your other elected officials.
-You will be able to tell your commissioner how you feel about
health care, law enforcement, the court system, county
highways, and the forest preserves.
-You will be able to hold your commissioner accountable for the
use of your tax dollars.
-You and all the citizens of Cook County will have fair and equal
representation.
