MAINTENANCE AGREEMENT
This Agreement made the / Sday of 1989, between the CITY
OF ELGIN, a municipal corporation (hereinafter referred to as "Elgin"), and ROBERT W.
PARSONS, JR., of 694 Grand Boulevard, a resident of the City of Elgin (hereinafter
referred to as "Resident"), as follows:
WHEREAS, the City of Elgin wishes to maintain its property in a neat and
orderly condition, and the above named resident desires to accept responsibility for
maintaining a particular parcel of city-owned property located at east of Preston
Avenue, north of Grand Boulevard and adjacent to Grand Boulevard, Elgin and the
Resident agree to the following terms:
I. That Resident may mow and water any grass found upon the premises.
2. That Resident may plant grass seed, flowers, and/or shrubs, and remove
litter from the premises.
3. That other changes, additions, or deletions from the premises shall
require prior written approval of the Director of the Parks and Recreation Department.
4. That Resident has inspected the premises and when entering upon the
premises assumes the risk of conditions existing on the premises.
5. Resident shall refrain from the growing of any crops or vegetables or
fruits upon the premises.
6. Resident shall refrain from placing any fencing, signage, or other
structure, whether temporary or permanent, upon the premises.
This Agreement shall be in effect until either party delivers to the other
written notice of discontinuation of the Agreement.

MEMORANDUM

SUBJECT: Maintenance Agreement with Robert W. Parsons, Jr.
PURPOSE: The Parks and Recreation Department staff requests the
Board' s approval of the Robert Parsons Agreement.
BACKGROUND: In an effort to establish maintenance agreements with
outside individuals , organizations , groups, etc. , the Parks and
Recreation Director contacted Robert Parsons, owner of property at
694 Grand Avenue, to set up a maintenance agreement.
After meeting at the subject property, details were worked out and
the attached agreement drafted. The property (20 x 60 feet) to be
maintained by Robert Parsons, Jr. is located at the end of the paved
alley extending east of Preston, north of Grand, and immediately to
the rear of his property.
FINANCIAL IMPACT: The Parks Division maintenance budget will realize
savings by not having to weekly send a crew to mow and trim subject
property.
RECOMMENDATION: The Parks staff recommends the Parks and Recreation
Board approve the agreement with Robert Parsons.
