CONTRACT CHANGE ORDER NO. 1
WEHLING WELL WORKS, INC.
PROJECT # 88-58
SCOPE: This contract change order #1 involves the test drilling of
up to three test holes at Spartan Meadows Golf Course. The firm
operating under the contract to the City of Elgin for drilling of the
above project is Wehling Well Works , Inc. P.O. Box 488 Beecher,
Illinois 60401 Phone 946-2244 .
REASON FOR CHANGE: The contract change order is required to find
water at a different site to supply 150 gallons per minute which is
needed to fill irrigation pond on front nine. Each hole will be
drilled not to exceed the 300 foot level. Wehling Well has the
expertise to complete this project. The attached correspondence
explains the recommendation.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract
will be revised as follows:

hole will stop at the level
that produces the 150 gallons
per minute as required. NOT TO EXCEED $16 ,200
The present contract with Wehling Works , Inc . is for $30 , 296 . The
actual cost of the drilling the dry well was $23 ,796 . By reason of
this change order #1 the contract for the test hole drilling will be
increased up to the amount of $16 ,200 with the potential total
contract value being $39 , 996 .
OTHER CONTRACT PROVISIONS : All other contract provisions shall
remain the same .

MEMORANDUM

SUBJECT: Spartan Meadows Golf Course Well Contract Change
Order #1
PURPOSE: To provide the Mayor and City Council with information for
a request to consider subject change order #1.
BACKGROUND: The City Council, on July 13 , 1988 , approved a contract
with Wehling Well Works , Inc. to drill a well at the Spartan Meadows
Golf Course near the maintenance building. This well was anticipated
to produce a minimum of 150 gallons of water per minute for the
filling of the pond which, in turn, would irrigate the front 9 holes .
The initial site was chosen because of prior echo tests provided by
the County and the State .
After drilling 300 feet, the well only produced 20 gallons per/min.
The staff had determined through experience and a number of
investigations with surrounding golf courses that the minimum water
production required should be 150 gallons per/min. ; therefore , this
well is officially considered a dry well .
Since the well is needed to irrigate the front 9 holes , the strategy
is to drill one or two test holes 200 yards south of the present dry
hole. It is estimated that moving in this direction the chances will
be improved to hit an adequate water supply. The test holes will
check for water at different levels and will stop when adequate water
supply is tapped; otherwise , each hole will be drilled to 300 feet
but no further. The documents attached provide general background
information that assisted in the staff ' s decision to follow the above
^rocedure .
The original awarded contract was in the amount of $30 , 296 ($6 , 500 of
of this amount being set aside for purchase of the pump) . The cost
of drilling the dry well was $23 ,796 . The pump will still be
required for the new well and we have been informed of a price
increase .
As the attached correspondence reflects, the staff feels that the
most appropriate consideration is to test drill. The most expedient
manner is to follow the procedure of a change order with the present
contracted firm of Wehling Well Works , Inc. Mr Wehling' s
correspondence of April 5 , 1989 provides two (2) alternatives and the
staff recommends the 1st: to drill a 5" wide test well with a mud
and air rotary at an approximate cost up to $5 , 400 per test drilling
and not to surpass 3 test drillings ($16 , 200) .

The money to fund this project is available in the Golf Capital
Budget line item 981 - 9940 creek dredging ($18 , 320 under budgeted
estimate) .
FINANCIAL IMPACT: The change order #1 is estimated to cost between
$5,400 - $16 , 200.
RECOMMENDATION: It is recommended that the City Council approve this
order #1 to Wehling Well Works , Inc. not to exceed the amount of
$16 , 200, for test drilling at Spartan Meadows Golf Course.

SUBJECT: ALTERNATIVES TO WATER WELL PROBLEMS
At a meeting on February 20, Jack Hughes shared with Kurt Eshelman and
myself the latest proposals from Wheeling Well Works, Inc. , concerning
the water well problem you are experiencing on Spartan Meadows Golf
Course.
It is the opinion of the Water Department that your purposes and
long-term operational cc to would be better served by developing a
shallow well rather than continuing to drill the existing hole and
creating a deep well system. However, we strongly advise that a test
h7 .e t,e drilled in any proposed future site so that you are assured
any new well will develop the desired quantity of water. Drilling a
small diameter test hole is recommended over seismographic testing.

The cost would be $1800 .00 for mobilization , drilling

depth of the well approximately 750 feet . I would think
we would have to go into the St . Peter this far or to the
bottom of it estimated at 800 feet , because the top of the

JWWA does not give up water like the softer sand from 700-800 feet .
NWWA The other alternative is to drill a new well 300 ft . deep
owI at a new location . The cost of a new well would be

If an acid job is required , add $2 , 000 . 00 . Cost of the

GWC As for my advising you of the best chance or which
alternative to take , its hard to say , but I would think
SHALLOW WELLS drilling deeper is not as good a gamble as drilling a new
WATER SYSTEMS hole , unless of course you figure on drilling deeper to
DEEP WELLS the sandstone level (750-800) . We have hit large quantities
TURBINE PUMPS of water in the dolomite above the St . Peter but it is not
ROCK DRILLING as sure as the Sandstone and as you are aware a new well
PUMP REPAIRS could have sufficient water at less than 300 feet or it
CUSTOM DRILLING could be a poor producer .

Dear Mr. Hughes:
We are pleased to submit our proposal to provide geophysical and
groundwater exploration services to the City of Elgin.
As part of this proposal, please refer to the technical proposal
for the geophysical and groundwater exploration services which was
submitted earlier. Each of the four phases builds upon the
information gained in the previous step to prioritize the potential
sites. For your consideration, we submit the following costs for
each phase of the project.
Phase I - Total Cost $2. 000. 00
Fracture trace analysis involving airphoto lineament mapping and
correlation with local well yield capacities.
Phase II - Total Cost $3,500.00
Resistivity or EM survey at a maximum of three (3) locations
previously defined during Phase I.
Phase III - Total Cost $4,800.00
Installation and monitoring of ten (10) geothermetry wells at the
location prioritized during Phase II. (Based upon 40' depth for
each well. )
Phase IV - Total Cost $500. 00
Geothermetry well analysis and report.
Total estimated cost for Phase I through Phase IV - $10,800. 00.
