AN ORDINANCE
AMENDING CERTAIN PARKING RESTRICTIONS WITHIN THE CITY OF ELGIN
(Center City)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS:
Section 1. That Chapter 11.60 of the Elgin Municipal Code, 1976, as amended, entitled
"Stopping, Standing and Parking" be and is hereby further amended by adding a new Section
11.60.085.1 entitled "Nine Hour Parking Zones" to read as follows:
"11.60.085.1 NINE HOUR PARKING ZONES:
It is unlawful for any person to park or the owner of any vehicle to permit a vehicle owned by
him to be parked for longer than nine (9) hours upon the following designated streets and areas:
Municipal parking lot at the southwest corner of Chicago Street and Grove Avenue."
Section 2. That Section 11.68.150 of the Elgin Municipal Code, 1976,as amended,entitled
"Civic Center Parking Zone"be and is hereby amended by amending the introductory paragraph of
subparagraph B thereof to read as follows:
"The following hours are established for operation of the civic center parking zone,
bounded by Douglas Avenue, Highland Avenue and North Grove Avenue, the
municipal parking lot located at the northeast corner of Douglas Avenue and
Symphony Way and the Spring Street parking facility:"
Section 3. That Section 11.68.150 of the Elgin Municipal Code, 1976,as amended,entitled
"Civic Center Parking Zone"be and is hereby amended by amending subparagraph C thereof to read
as follows:
"C. There shall be no fee required for parking in the civic center parking zone and the
Spring Street parking facility. It is unlawful for any person to park or the owner of any
vehicle to permit a vehicle owned by him to be parked in the civic center parking zone,the
municipal parking lot located at the northeast corner of Douglas Avenue and Symphony Way
and the Spring Street parking facility contrary to the regulations set forth in this section.
Except as otherwise provided by this chapter,parking at the civic center parking zone shall
be limited during the hours of eight o'clock(8:00)A.M.to five o'clock(5:00)P.M.Mondays,
through Fridays for all parking spaces and eight o'clock(8:00)A.M.to twelve o'clock(12:00)
noon Saturdays for the twenty one (21) parking spaces located on the western boundary of
the civic center parking zone, and during the hours of eight o'clock (8:00) A.M. to five
o'clock(5:00)P.M.Mondays through Fridays at the Spring Street parking facility as follows:
1. The civic center parking zone,the twenty-five(25)westernmost parking spaces shall
be limited to twelve (12) two hours parking spaces and thirteen (13) thirty (30) minute
spaces. The portion of the civic center parking zone consisting of eight(8)parking spaces
immediately south of the city hall building shall be reserved for parking for city vehicles only
and it shall be unlawful for any person to park or the owner of any vehicle to permit a vehicle
owned by him to be parked in such designated parking spaces unless the vehicle is an official
City of Elgin vehicle designated by the city for parking in such parking spaces.
2. The civic center parking zone, other than those parking spaces referenced in
subsection Cl of this section, shall be limited to 108 two hour parking spaces, 115 four hour
parking spaces, five of which shall be designated at handicapped parking only.
3. The Spring Street parking facility level 1, shall be limited to two (2) hours.
4. The Spring Street parking facility, levels 2, 3, 4 and 5, shall be limited to ten (10)
hours,except for twenty(20)spaces on level 5 reserved for R.R.Donnelly&Sons Company.
5. The municipal parking lot located at the northeast corner of Symphony Way
and Douglas Avenue shall be limited to permit only parking for vehicles of police
department employees displaying parking permits and it is unlawful for any person to
park or to the owner of any vehicle to permit a vehicle owned by him to be parked in
such municipal parking lot without displaying a parking space pass issued by the city
for such municipal parking lot.
6. The portion of the civic center parking zone located north of Dexter Court
shall be limited to permit parking only for thirty-one (31) parking spaces for
authorized City of Elgin employees and four(4)reserved permit parking spaces for
the mayor,city council members,circuit court personnel and the Kane County sheriff
displaying parking permits issued by the city for such portion of the civic center
parking lot and it shall be unlawful for any person to park or the owner of any vehicle
to permit a vehicle owned by him to be parked in such portion of the civic center
parking lot without displaying a parking pass issued by the city for such portion of
the civic center parking lot.
7. The portion of the civic center parking zone comprised of the 31 parking
spaces south of Dexter Court shall be limited to one(1)hour parking for twenty-eight
parking spaces and three(3)parking spaces designated as handicapped parking only.
The aforementioned parking time restrictions shall not be applicable to designated
handicapped parking spaces,vehicles displaying a leased parking space pass or to vehicles of
employees of the city displaying a parking space pass."
Section 4. That all ordinances or parts of ordinances in conflict with the provisions of this
ordinance be and are hereby repealed.
Section 5. That this ordinance shall be in full force and effect ten days after its passage and
publication in the manner provided by law.

SUBJECT: Amendments to Chapter 11.60 "Stopping, Standing and Parking" in Regards to
the North End of the Central Business District
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to amend Chapter 11.60 of the Elgin Municipal Code, "Stopping, Standing and
Parking," in regards to the north end of the Central Business District.
RECOMMENDATION
It is recommended that the City Council approve the amendments to Chapter 11.60 of the Elgin
Municipal Code, "Stopping, Standing and Parking," in regards to the Central Business District.
BACKGROUND
With the pending construction in the Central Business District and the upcoming closure of
municipal parking lots, including the Crocker Theater lot on May 30th and the NBD and Osco
lots in late summer of 2005, the Neighborhood Services Committee (NSC) has been working to
monitor the parking situation in the Central Business District. Over the last month the NSC has
worked with the Downtown Neighborhood Association (DNA), business owners, downtown
employees, and residents to address potential parking concerns in the north end of the Central
Business District. What follows is a list of recommendations for changes from the NSC.
• 15 minute parking space at 18 S. Spring Street— Based on a concern brought forth by
the building owner on behalf of first floor tenants, the NSC has recommended the
approval of the removal of one 90 minute on-street parking stall to be replaced with a
15 minute parking stall, per the request of the building owner. The stall will be
located on the west side of Spring Street prior to where the street intersects with
DuPage Court. The 15 minute parking stall will allow convenient drop-off and pick-
up parking customers. Chapter 11.60.081
• Limit parking to 9 hours in NBD lot and recommend no Metra commuter parking —
Based on an analysis of the current use of the NBD lot, it has been brought to staff's

attention that some of the long-term parking spaces are being used by Metra
commuters. Therefore, the NSC has recommended that the lot be signed as a 9 hour
lot and that the Parking Control Officer hours be reassigned so that the lot can be
properly monitored. In addition, a sign stating "No Metra Commuter Parking" will
be installed. The recommendation for 9 hour parking will still provide the needed
long-term parking, while discouraging the use of the lot by Metra commuters.
Chapter 11.60.070 "Limited Parking Areas: One Hour or More."
• Additional parallel on-street parking spaces—Based on a request from the DNA, staff
reviewed the potential for creating additional on-street parking. Utilizing the initial
engineering study conducted for the traffic lights for downtown, it was determined
that 6 additional parallel parking spaces can be installed on the north side of Highland
Avenue between Douglas and Grove Avenues. The spaces will be limited to 90
minute parking per chapter 11.60.083.02. In addition, Chapter 11.60.050 (P) of the
Elgin Municipal Code defines additional parking restriction for on-street parking for
the Central Business District between the hours of 4:00 a.m. and 6:00 a.m. to allow
for street cleaning.
• Amendment to Civic Center Parking Zone — Chapter 11.68.150 defines the Civic
rinkCenter Parking Zone as the area bounded by Highland Avenue and North Grove
Avenue, and the Spring Street parking facility. The NSC is recommending that the
boundaries be amended to Symphony Way on the north, Douglas Avenue on the east,
N. Grove Avenue on the West, and the Spring Street parking facility on the south.
These boundaries will provide for the inclusion of the former Goodyear parking lot,
of which 16 spaces have already been marked as permit parking only for the Police
Department employees.
In addition, Section C of Chapter 11.68.150 needs to be amended to reflect the
current configuration of the civic center parking lot, which is as follows:
• The northernmost section of the lot is comprised of 31 spaces marked
"Permitted Parking Only" and 4 reserved spaces for the Mayor, City
Council Member, and Kane County Sheriff.
• The center section of the lot adjacent to the front of City Hall is comprised
of 28 one-hour parking spaces, of which three are designated for
handicapped parking.
• The southernmost section of the lot is comprised of 8 reserved spots for
City Vehicles adjacent to the south end of City Hall, 115 four-hour
parking stalls and 108 two-hour parking stalls, of which five are
designated for handicapped parking.
• The westernmost edge of the lot is comprised of 12 two-hour parking
stalls and 13 30-minute parking stalls.

It is the opinion of the NSC that since construction has yet to begin along Grove Avenue, there
has yet to be a significant impact on the parking in the Central Business District. However, in
the meantime, staff is continuing to closely monitor the situation. Residents, business owners,
and employees have been encouraged to continue to submit their recommendations for potential
improvements to the NSC.
In reviewing any and all recommendations to changes to the current parking limits in the Central
Business District, the NSC is aware of the challenge of providing sufficient short term parking
for customers of downtown businesses and long term parking for employees. Based on a parking
study completed by Walker Parking Consultants in 2000, the emphasis for downtown businesses
was to provide adequate short term off-street parking for customers adjacent to businesses. This
objective was met by reassigning parking hours for the civic center parking lot to the current
configuration it is today.
In regards to analysis of long-term parking for employees, the City contracted with Walker again
in November 2004 to complete an occupancy study of our long-term lots, NBD/Osco and Spring
Street parking deck. The study concluded that the average occupancy for the subject lots varied
between 63 to 77 percent full at peak weekday periods. Therefore, it is anticipated that there
should be adequate spaces to address long-term parking needs when the Crocker Theater lot is
C closed at the end of the month. However, staff will continue to monitor the situation and make
adjustments as necessary.
The NSC will continue to take advantage of Chapter 11.08.090 of the Elgin Municipal Code,
"Emergency and Experimental Regulations," which provides for the Chief of Police with
approval of the Director of Public Works to make and enforce temporary or experimental
regulations to cover emergencies or special conditions up to 90 days. The NSC recommends that
this provision be utilized as needed to address parking concerns in the Central Business District
in a more expedient manner in the upcoming months as the various construction projects
commence.
Increased communication will be the key to monitoring the parking situation in the Central
Business District over the next couple of months. Staff will continue to work with the DNA to
contact business owners regarding changes in parking and/or construction schedules. Flyers
outlining the parking closures and available parking will be distributed to all business owners
and placed directly on the vehicles parked in the affected lots. City will provide updates
regarding parking and construction activity in the downtown area through the City's website.
This portion of the website will be linked to the DNA's web site to provide easy access for
individuals searching that web site. Lastly, the NSC will work directly with the Public Works
Department to identify areas to improve signage for parking downtown, both directional and
informational.

FINANCIAL IMPACT
Materials have been purchased and are available within the Public Works sign inventory. The
total cost for material and installation is $1,000 to install 10 signs to indicate parking hours and
restrictions. The account number used to charge these traffic control materials purchases is 010-
3321-753.19-08, General Fund, Traffic Signals Division. The budget is $50,000 and sufficient
funds are on hand ($29,465)to make additional purchases if needed.
