AIRLITE STREET 1A ? 4A WELL REPAIRS
CHANGE ORDER NO. 1
SCOPE: This Change Order No . 1 covers the necessary work to
pull and inspect the pump and motor in well 4A as noted
below in this Change Order No . 1 .
The general contractor operating under contract to the
City of Elgin is Layne-Western Company , Inc . of
Aurora , Illinois 60506.
REASONS FOR CHANGE: This change order is required in order
to determine why the pumping production has dropped with
well 4A at the Airlite Street Water Treatment Plant and to
prevent possible damages to the pump and motor .
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract
will be revised as follows :
ITEM ADD
Pull and inspect the pump and motor at well site $7 ,000.00
4A; Lump Sum.
The City Council at its Committee of the Whole meeting on
September 9, 1987, authorized Layne-Western Company , Inc . , to
pull the pump and motor located at well site IA at a cost of
$7,700.00. In a letter dated September i6 , 1987, Layne-
Western indicated a cost of approximately $7,000 .00 to pull
and inspect well 4A . The Water Department ' s account budget
400--98B-9908, annual well repair , contains $40,000, of which
repairs for both Airlite 1A and 4A would be included . The
authorization for the inspection of well 4iA was approved at
the Committee of the Whole meeting on October 14 , 1987.
By reason of this Change Order No . 1 , the contract for the
Airlite Street Well Repairs will be increased in the amount
of Seven Thousand Dollars ( $7,000 .00) , the total contract
value being Fourteen Thousand Seven Hundred Dollars ($14,700 .00 ) .
OTHER CONTRACT PROVISIONS: All other contract provisions shall
remain the same .

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: City Manager

SUBJECT: 4A WELL REPAIRS
PURPOSE:
This memorandum will provide the Mayor and Council with information to
consider the subject repairs.
BACKGROUND:
On September 11 , 1987, well 4A, located at the Airlite Street Water
Treatment Plant, was removed from service. It was determined through
evaluation of flow tests that the production of this well had dropped
off to approximately 0.6 million gallons per day from an initial 1.05
million aallons per day. Water Department records indicate that the
pump and motor were last serviced in 1985 due to the production of the
well dropping off substantially. Continued use of well 4A with its
llmited production would most likely cause additional damages to both
the pump and the motor . Due to the low production rate of well 4A, it
is believed that the velocity of the water is so low that it does not
keep the sand in suspension, and it drops and further clogs the pump.
FINAN's;AL IMPA"T:
The City Council at its Committee of the Whole meeting on Wednesday,
September 9, 1987, authorized Layne-Western Co. , Inc. , to pull the
pump and motor located at well site lA at a cost of $7,700.
In a letter dated September 16, 1987 (attached) , Layne-Western
indicated a cost of approximately $7,000 to pull and inspect well 4A.
The Water Department 's account budget 400-988-9908, annual well
repair , contains $40,000, of which repairs for both Airlite lA and 4A
would be included.

RECOMMENDATION:
It is recommended that the City Council accept Layne-Western's
proposal to pull and inspect well 4A on a time and material basis at
an approximate cost of $7,000. Layne-Western has consistently been
the lowest bidder in every bid we have taken regarding well repairs as
evidenced by the bids received for pulling well 1A. Layne-Western can
simply move from well IA to well 4A, thereby saving move-in costs.
The City of Elgin has used Layne-Western on numerous occasions for
well repairs and has found their expertise invaluable. Council will
be kept informed on recommended repairs and/or improvements.

SUBJECT: Airlite Street Plant
Well No . 4A
Dear Mr. Eshelman :
In our meeting of September 14 , we discussed at length the deteriora-
tion of pumping capacity of the submersible pump installed in Well
No . 4A. We speculated that the bowl assembly was worn, possibly due
from sand pumping which has been a phenomenon with this well since
approximately 1980 . The pump was pulled in 1984 and again in 1985
due to damage caused from operation with excessive clearances evi-
dentally from water born sand .
Our records indicate that the pump consists of a Baker Monitor pitless
adapter; 976' of 10" Schedule 40 column pipe in random lengths ; two
Lakewood column check valves ; approximately 980' of No . 2 , 3C , 5000
volt submersible cable ; two airlines--one stainless steel , one plastic ;
Byron Jackson 12MQH9L2-11 stage all bronze submersible bowl assembly ;
and Byron Jackson 350 H . P. , 3/4/60/2300 volt 16" Type H submersible motor.
The column pipe was coated in 1984 with epoxy paint which was touched
up during the work in 1985 . The 350 H .P. motor was new in 1985 , the
previous 300 H . P. motor having been in service since 1973 .
Should you wish to pull this pump for inspection, I would suggest that
there would be a cost savings if the job could be scheduled to dovetail
with the pulling of the Well No . lA pump. We would propose to do this
work on a time and material basis and I would estimate a cost for the
pulling and inspecting at approximately $7 , 000. 00. Our current union
labor contract expires September 30, 1987 and a rate increase is antici-
pated. A five percent speculative rate increase has been included in
this estimate .
I am assuming that access may still be gained to the jobsite by means
of the Blue Moon parking lot , that parking spaces may be used for
temporary pipe storage , and guy line stakes may be driven within the
parking lot islands . This was the situation during the 1985 repair.
