PROVIDING FOR THE ADDITION OF CERTAIN STREETS
TO THE MUNICIPAL STREET SYSTEM
WHEREAS, the City of Elgin and the State of Illinois under date of May 13, 1987,
entered into an agreement for transfer of jurisdiction of (I) Chicago Street, from Illinois
Route 31 to Center Street; (2) Highland Avenue, from Illinois Route 31 to Center Street;
(3) Center Street, from Chicago Street to Dundee Avenue; (4) Dundee Avenue, from
Center Street to Summit Street and (5) Summit Street, from Dundee Avenue to Illinois
Route 25 (Liberty Street), to the City's municipal street system.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that the above referenced roadways be added to the City's municipal
street system upon completion of the project known as Illinois Route 58, final field
inspection by the State and notification to the City of Elgin by the District Engineer.
BE IT FURTHER RESOLVED that the City Clerk is directed to forward a certified
copy of this resolution to the State of Illinois through its District Engineer's office at
Schaumburg, Illinois.

MEMORANDUM
TO• Mayor and Members of the City Council

SUBJECT: Street and Highway Improvements
Illinois Route 58
PURPOSE: This memorandum will provide the Mayor and Council with information to
consider the jurisdictional transfer of various streets.
BACKGROUND: The City of Elgin and the Illinois Department of Transportation (IDOT)
are desirous of jointly improving Illinois Route 58 in Elgin. To that end , IDOT has
prepared the necessary plans , specifications and a joint agreement. The City Council
on May 13, 1987 authorized the Mayor and City Clerk to execute that agreement.
A provision in that agreement is that the City of Elgin would pass a resolution prior
to the IDOT award of the contract for construction that would transfer the jurisdic-
tional responsibility for various streets from IDOT to Elgin upon completion of the
project. IDOT is requesting that Elgin act on that resolution at this time. Attached
is a copy of a resolution for your consideration.
FINANCIAL IMPACT: The City' s share of the estimated cost of $3,171 ,000.00 for this
project is $700,000.00. The funds are already on hand.
RECOMiENDATIO : It is recommended that the City Council pass this resolution and
direct the staff to forward copies to IDOT.
