HomeMy WebLinkAbout87-0609 Jaycees - Enjoy Elgin Event VOLUME LII 314 RESOLUTION AUTHORIZING SPECIAL EVENT ON PUBLIC PROPERTY—ELGIN JAYCEES WHEREAS, pursuant to Chapter 13.25 of the Elgin Municipal Code, the Elgin Jaycees have filed with the City Clerk of the City of Elgin an application for special event (Enjoy Elgin) on public property; and WHEREAS, the proposed event would be held on June 13th and 14th, 1987 at Fountain Square Plaza and would involve the sale of alcoholic liquor; and WHEREAS, the City Council of the City of Elgin has considered said application. Fox NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF px, ELGIN, ILLINOIS, that a special events permit is hereby granted to the Elgin Jaycees to De conduct "Enjoy Elgin" at Fountain Square Plaza on June 13th and 14th, 1987 subject to the following conditions: 1. Compliance with all applicable codes and ordinances including, but not limited to, Chapters 13.25 (Special Events in Public Places); 6.06 (Alcoholic Liquor Dealers) and Title 6 (Health and Safety) of the Elgin Municipal Code, 1976, as amended. 2. The applicant shall obtain a Class I liquor license pursuant to the provisions of Chapter 6.06 of the municipal code for the sale of beer and wine only. Such sales and consumption shall be limited to the city parking lot south of the Crocker Theater and shall comply with all laws including, but not limited to, Section 13.25.050 of the Elgin man Municipal Code. icn 3. Applicant shall provide a certificate of insurance naming the City of Elgin as primary, noncontributory co-insured with limits not less than $1,000,000 per occurrence and in the aggregate covering: a. The special event dram shop insurance and general liability insurance have been ordered but the certificates of insurance have not arrived yet. Since the Jaycees are responsible for a million dollars in dram shop insurance, the liability worrying the potential vendor is violation of the City Liquor Ordinance, ie. serving to minors, fights, etc. Four vendors have turned down the request to date, but the Committee has two other it's planning to negotiate with. The Committee will make a decision on this issue no later than one week prior to the event. The entertainment schedule is filled. Mickey and the Memories and J.P. and the Cats are the featured performers for Saturday. In between sets a D.J. will perform and conduct contests, including a hoola hoop and bubble gum blowing contest. Sunday's entertainment will feature several church ensembles, contemporary Christian and gospel music. Mr. Kim will host a martial arts demonstration both days and Robert Peliticha, a world weightlifting champion, is organizing a weightlifitng and bodybuilding demonstration. Garfield Goose and a variety of other entertainers will also perform on Saturday. As an added measure of security for the beer garden, the Jaycees will put the Police Dunk Tank at the end of the mall near the beer garden. The Police have requested to run the dunk tank as a fundraising activity for their association. To date, 10 food vendors have signed up for Enjoy Elgin and several more are expected to join this group by the first week of June. The restaurants include: Mekong House--French/Vietnamese (1986 Taste of Chicago Best of Show Winner) ; Famous Kal 's Corn; Pizza Hut; Bangkok House; Pola Foods-- stuffed cabbage rolls and other Polish foods; Chicago Pizza Authority; John's Elgin Meat Market; Los Porfi ' s; Shanghai Restaurant and the Lemonade Man. These are all restaurant-type operations One stage will be set up near the fountain at the north end of the mall . At this time electricity may be a problem in that area of the mall , but the city is working on a solution. Portable bathrooms will be located in the alley as in previous years. Other Exhibits-- Sherman Hospital , St. Joseph Hospital , Judson College, E.C.C. , Interfaith Food Pantry, Elgin Peacemakers, American Civil Liberties Union, the Elgin Senior Center and the Church of the Bretheren will all have educational exhibits in the mall .
