FOR INSPECTION OF OVERHEAD WATER STORAGE TANKS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that James J. Warranty Inspection The 1 year warranty inspection of the Air Light Tank can be performed one of two ways. TANK INDUSTRY CONSULTANTS, INC. can send one technician to perform the inspection with the "Contractor. The Contractor can then touch up any deficien- cies found during the inspection. We could also send two technicians to perform the inspection and prepare a report of the deficiencies for the Owner. The Owner could then con- tact the Contractor about repairs. The fee for TANK INDUSTRY CONSULTANTS, INC. to send one technician to perform the inspection with the Contractor would be $750. 00. The fee-for two men to perform the inspection and a written re- port is $1,400.00. It will be the Owner ' s responsibility to schedule the inspec- tion and coordinate the Inspector and the Contractor. We un- derstand that you intend to have the tank inspected from rafts. TANK INDUSTRY CONSULTANTS, INC. will supply the rafts. The tank level is to be controlled by City of Elgin person- nel. We also ask that you keep a person near the tank dur- ing the inspection for safety reasons. If by cause of the customer the tank is not prepared for in- spection on the agreed date, and all parties involved are not present, a charge for mileage and costs of labor, taxes and insurance will be added to the inspection fee. Since we do not know the scope of work, types of coatings presently on the tank and extent of repairs which will be required, it would be difficult to estimate the number of inspections re- quired. Normally on a 500,000 gallon elevated tank, 8-10 in- spections would be required. The inspections would be billed on a time and expenses basis from our enclosed rate sheet. If the inspections could be combined with work in the area, we estimate a cost of $500.00-$600.00 per inspec- tion. If the inspection could not be combined with other work, we estimate a cost of $600.00-$800.00 per inspection. Since the Contractor' s progress will dictate the timing of the inspections, we cannot guarantee the lower cost. We would perform the first inspection at the start of the . project to set the ground rules. We would set the standards for the proper degree of blast cleaning, surface profile, check -for proper materials, and set guidelines for weather requirements. During the following inspections we would mea- sure surface profile of blasted steel, evaluate steel clean- liness, measure coating thickness, check ventilation and coating cure, visually examine coated surfaces for deficien- cies, evaluate the Contractor ' s painting and blasting tech- niques and finally, during the last inspection, perform a wet sponge holding test of all submerged surfaces to verify film integrity. A written report with color photos would be - given to the Owner and Contractor after each inspection. We would also recommend the need for, and quantity of structur- al repairs. Travel by public transporta- tion at cost plus 10%. Technician rate for Prebid and Work in Process Inspections Travel time and on job time $37.50/hour Overtime premium - $10.00/hour = $47.50 over 40 Resident Inspection - Minimum 32 hours per week Overnight expenses - lodging + meals -- at cost plus 10% Long-Term Resident Inspection meal allowance = $15/day Chief Technician rate - $45.00/hour Clerical Administrative rate - $30.00/hour Office Assistant rate - $20.00/hour Engineer rates Engineer - E.I.T. - $50.00/hour Engineer - Registered - $57.00/hour Engineer Senior - Registered - $65.00/hour Principal Senior Engineer - Registered - $75.00/hour (E. Crone Knoy, P.E. ) Normally one hour of time at Engineer rate is added to each non-resident Work in. Process Inspection for dispatching and report analysis and interpretation. Ultrasonic thickness testing $100.00 per day + engineer or technician time + freight for device (if not accompanying us- ing engineer or technician) . Most Prebid Inspection prices include the ultrasonic readings if necessary at no addition- al cost.
