(hereafter property); and WHEREAS, the City Council of the City of Elgin has determined that the property is no longer necessary for public use and has further determined that it is necessary and desirable to sell the property; and WHEREAS, Burnidge, Cassell and Associates, P.C. (hereafter purchaser) has offered to purchase the property for $40,000.00. Enclosed is a certified check payable to the City of Elgin in the amount of $4,000.00 as bid security. This proposal is based on utilizing the property for Office Use. Burnidge, Cassell and Associates intend to restore the exterior of the existing structure as closely as possible to its original condition. Additional landscaping and parking for twelve cars will be provided as per City of Elgin Ordinance. The interior of the upper two floors will be remodeled as indicated on the enclosed drawings, and as required to provide a functional and efficient office environment. The basement will be used primarily for storage and mechanical equipment. The adaptive reuse of the structure or the property should be compatible with the surrounding neighborhood, which is primarily comprised of residential and commercial uses. The sensitive design and concept of the project will be a determining factor in the subsequent sale of the property. PROJECT DESCRIPTION AND LOCATION Fire Station #3 rests on a triangular parcel of land located at the intersection of Dundee and Duncan Avenues. There is a large improved parking lot directly to the north of the property which is used by a manufacturing / office complex to the east of the subject property, across Dundee Avenue. Commercial uses are found to the south, and residential uses directly to the west of the sturcture. (See site map) The parcel of land is approximately 9900 square feet, with the widest portion being the northern lot line, the southern portion of the parcel being a curved line fronting Duncan and Dundee Avenues. If the structure were removed from the property, the parcel (9900 square feet) would net approximately 14-16 parking spaces, as designed in accordance with the Off Street Parking Lot Ordinance. The structure itself is a two story brick building constructed in the 1890's. It is structurally sound, and has working mechanical systems and utility service. The structure was in use as a city fire station until January, 1985. The building consists of one large room and a kitchen area on the first floor, four rooms and a three fixture bath on the second floor. There is also a full basement with steel columns supporting a wood floor. The total square footage of the structure is approximately 2950 square feet. Zoning and Use Considerations - The parcel is zoned B-3, Service Business District. As mentioned before, the parcel without the structure would net 14-16 spaces. The parcel of land with the structure allows for 5 parking spaces. Based on the 2950 total square feet of the structure, the City of Elgin Off-Street Parking Ordinance would require for the following uses: 2 parking spaces per residential unit use 12 parking spaces for an office use (approximate number) 15 parking spaces for a general retail use (approximate number) 49 parking spaces for a restaurant-type use (approximate number) -page 1- A lesser number of parking spaces would be required by ordinance if a portion of the structure were utilized for uses not included in parking calculations, such as storage or common hallways. The general calculations illustrated above and the prominence of the site in the neighborhood form the basis for constraints on the property for utilization in higher intensity, traffic generating activities. Specific land uses that would be judged non-complementary and incompatible to the area surrounding the property would include: auto sales and repair, drive-through facilities, open sales lots, taverns, liquor stores, resale shops, auto service stations, garages, churches and other high intensity institutional uses. PROJECT DESCRIPTION - (Scope of Work and Design Standards). 1. This proposal shall be prepared in accordance with the City of Elgin codes and requirements (including off-street parking, building codes and signage). 2. The property is zoned B-3 Service Business District . Rest- uarants , taverns and cocktail lounges are permitted uses within this district . The Planning Department has serious doubts , how- ever , that the off-street parking requirements can be met on site without a substantial variation being granted to reduce the re- quired number of spaces .
