AUTHORIZING SALE OF CERTAIN REAL PROPERTY
(Fire Station No. 3)
WHEREAS, the City of Elgin is the owner of certain real property commonly known
as 820 Dundee Avenue, Elgin, Illinois, and legally described as follows:
Lot 9 in Block 9 of Grandview Addition to Elgin, in the City of Elgin,
Kane County, Illinois.
(hereafter property); and
WHEREAS, the City Council of the City of Elgin has determined that the property
is no longer necessary for public use and has further determined that it is necessary and
desirable to sell the property; and
WHEREAS, Burnidge, Cassell and Associates, P.C. (hereafter purchaser) has
offered to purchase the property for $40,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that the City Manager and City Clerk be and are hereby authorized,
empowered and directed to execute all documents necessary to convey and transfer the
property to purchaser upon receipt of $40,000.00.

Requirements and Conditions
Sale of Old Elgin Fire Station W3
1. Legal Description
Lot 9 in Block 9 of Grandview Addition to Elgin, in the City of Elgin,
Kane County, Illinois. Property is commonly known as Fire Station W3
and located at 820 Dundee Avenue, Elgin, Kane County, Illinois.
2. Present Zoning
B-3, Service Business District.
3. Minimum Bid
Thirty-thousand dollars ($30,000.00)
4. Bid Surety
To guarantee the successful bidder will purchase said property, all bids
must be accompanied by a Bank Cashier's Check, Certified Check, or Bond
Draft, made payable to the City of Elgin, Illinois, without condition,
in an amount not less than ten percent (10%) of the amount bid.
5. Title
The preliminary report of title to said property is on file for inspection
at the Purchasing Department, 150 Dexter Court, Elgin, Illinois.
6. Written Contract
Upon acceptance of proposal , the successful bidder shall enter into a
written contract to purchase within ten days after receipt of said contract
from the City.
7. Terms of Payment
The successful bidder shall pay the City of Elgin the full amount of the
bid in cash at the time of closing. Upon receipt of payment, the City
shall furnish the successful bidder with a quit claim deed to said property.
8. A. Site Data
Subject site is a triangular shaped lot with 138.67 feet of frontage on
Dundee Avenue and 107.5 feet of frontage on Duncan Avenue (refer to
attached Drawing *1 ).
B. Utilities
Utilities servicing subject site are city water, city sewer, gas, electricity,
and telephone.

C. Street Improvements
Street improvements consist of bituminous surfacing, concrete curbs and
gutters, concrete public sidewalks, storm sewers, and street lights.
9. Description of Improvements
A. Fire Station
An 89 year old two story brick building consisting of one large room and
a kitchen on the first floor, four rooms and a three fixture bath. There
is also a full basement with steel columns supporting a wood floor.
B. Construction Features

3. Exterior Walls : Face brick on front and common brick on sides.
4. Roof: Flat tar and gravel
5. Windows : Wood double hung downstairs, glass block windows

height.

PROPOSAL FOR ADAPTIVE REUSE
Burnidge, Cassell and Associates, Architects and Land Planners, P.C., 1750
Grandstand Place, Elgin, Illinois are pleased to submit a bid of Forty
Thousand Dollars ($40,000.00) for the property commonly known as Fire Station
#3 and located at 820 Dundee Avenue, Elgin, Illinois.
Enclosed is a certified check payable to the City of Elgin in the amount of
$4,000.00 as bid security.
This proposal is based on utilizing the property for Office Use. Burnidge,
Cassell and Associates intend to restore the exterior of the existing
structure as closely as possible to its original condition. Additional
landscaping and parking for twelve cars will be provided as per City of Elgin
Ordinance.
The interior of the upper two floors will be remodeled as indicated on the
enclosed drawings, and as required to provide a functional and efficient
office environment. The basement will be used primarily for storage and
mechanical equipment.

REQUEST FOR PROPOSAL
CONCEPTUAL PLAN FOR BUILDING REUSE
OLD FIRE STATION #3
ELGIN, ILLINOIS
INTRODUCTION
The City of Elgin is accepting proposals for the adaptive reuse of a vacant city
owned fire barn, or the suitable reuse of the property on which the structure is
located. The adaptive reuse of the structure or the property should be
compatible with the surrounding neighborhood, which is primarily comprised of
residential and commercial uses. The sensitive design and concept of the
project will be a determining factor in the subsequent sale of the property.
PROJECT DESCRIPTION AND LOCATION
Fire Station #3 rests on a triangular parcel of land located at the intersection
of Dundee and Duncan Avenues. There is a large improved parking lot directly to
the north of the property which is used by a manufacturing / office complex to
the east of the subject property, across Dundee Avenue. Commercial uses are
found to the south, and residential uses directly to the west of the sturcture.

The parcel of land is approximately 9900 square feet, with the widest portion
being the northern lot line, the southern portion of the parcel being a curved
line fronting Duncan and Dundee Avenues. If the structure were removed from the
property, the parcel (9900 square feet) would net approximately 14-16 parking
spaces, as designed in accordance with the Off Street Parking Lot Ordinance.
The structure itself is a two story brick building constructed in the 1890's.
It is structurally sound, and has working mechanical systems and utility
service. The structure was in use as a city fire station until January, 1985.
The building consists of one large room and a kitchen area on the first floor,
four rooms and a three fixture bath on the second floor. There is also a full
basement with steel columns supporting a wood floor. The total square footage of
the structure is approximately 2950 square feet.
Zoning and Use Considerations - The parcel is zoned B-3, Service Business
District. As mentioned before, the parcel without the structure would net 14-16
spaces. The parcel of land with the structure allows for 5 parking spaces.
Based on the 2950 total square feet of the structure, the City of Elgin
Off-Street Parking Ordinance would require for the following uses:

A lesser number of parking spaces would be required by ordinance if a portion of
the structure were utilized for uses not included in parking calculations, such
as storage or common hallways. The general calculations illustrated above and
the prominence of the site in the neighborhood form the basis for constraints on
the property for utilization in higher intensity, traffic generating activities.
Specific land uses that would be judged non-complementary and incompatible to
the area surrounding the property would include: auto sales and repair,
drive-through facilities, open sales lots, taverns, liquor stores, resale shops,
auto service stations, garages, churches and other high intensity institutional
uses.
PROJECT DESCRIPTION - (Scope of Work and Design Standards).
1. This proposal shall be prepared in accordance with the City of
Elgin codes and requirements (including off-street parking, building
codes and signage).
2. If proposal concerns use of the building, prepare preliminary site
plan with required off-street parking and landscaping as needed for
the intended use of the building.
3. Prepare preliminary plans, including building elevations, for
interior and exterior rehabilitation work to be performed on the
structure.
4. If proposal concerns use of the property without the building,
prepare preliminary site plan for parking lot or other intended use.
5. Compliance with attached Requirements and Conditions.
6. Proposals involving the continued existence and use of the
structure will be subject to a deed restriction prohibiting building
demolition for a period of ten (10) years following title transfer.

SCHEDULE
The time schedule for completing and evaluating the proposals for reuse of Fire
Station #3 shall be as follows:
Proposals shall be submitted on or before May 31, 1985.
Proposals will be reviewed by City of Elgin staff during the week of June 2,
1985.

Burnidge and Cassell purchased the structure commonly known as Old Fire
Station 113 from the City of Elgin in mid 1985.
The invitation to bid appears to have simply offered the property to the
highest bidder although a proposal for adaptive reuse was submitted.
Please advise me whether there were any restrictions or limitations con-
cerning the use of the property and provide me with copies of any docu-
ments related to the use of the property.

SUBEJCT : Sale of the Old Fire Station #3 - 820 Dundee Avenue
Research of the deed of sale of the Fire Station from the
City to Burnidge , Cassell and Associates shows that the only
restriction in place is one that restircts the demolition of
the building for a period of ten ( 10) years from the date of
sale , August 23 , 1985 .
The property is zoned B-3 Service Business District . Rest-
uarants , taverns and cocktail lounges are permitted uses within
this district . The Planning Department has serious doubts , how-
ever , that the off-street parking requirements can be met on site
without a substantial variation being granted to reduce the re-
quired number of spaces .
