RESOLUTION
APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
WAYNE ZIMMERMAN CONSTRUCTION FOR THE
SPRING, DuPAGE AND FULTON STREETSCAPE PROJECT
WHEREAS, the City of Elgin has heretofore entered into a contract
with Wayne Zimmerman Construction for the Spring, DuPage and Fulton
Streetscape Project; and
WHEREAS, it is necessary and desirable to modify the terms of the
contract as is described in Change Order Number 2, attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that Leo Nelson, City Manager, be and is hereby author-
ized and directed to execute Change Order Number 2, a copy of which is
attached hereto and made a part hereof by reference.

CHANGE ORDER NO.2
SCOPE. This change order No.2 covers additions and modifications to the
above contract as follows:
Item 1. The contractor will be directed to plant 72 Cottoneaster
Acutifolia or Cottoneaster Horizontalis and cover the ground with
3 inch Wood Chip Mulch on the south side of ECC Building adjacent
to Fulton Street.
Item 2. The contractor will be instructed to install 60 square
yards of sod in the area east of the Commonwealth Edison Company
transformer on the north side of Fulton Street Adjacent to C. &
N.W. tracks, using 10-6-4 Commercial fertilizer.
Item 3. The contractor will be directed to cover the inside of
islands in the ECC parking lot with a minimum of 4 inch thickness
of uniformly graded washed gravel , Gradation CA-5. Polyurethane
vinyl material shall be used under the gravel .
REASON FOR CHANGE
Item 1 . The original contract did not call for any type of ground
cover except top soil and seeding which would be incidental items.
During the construction of the project in discussion with the
Director of Recreation and Public Property, it was determined that
the overall appearance of the area would be enhanced considerably
with plants and wood chip mulch. The wood chips will eliminate
continuous mowing of a very narrow strip.
Item 2. Grass seed was planned for the area east of the Common-
wealth Edison Company Transformer on the north side of Fulton
Street near C.&N.W. tracks. The slope turned out somewhat steeper
than expected. Due to the slope the grass seed is likely to get
washed away. Sodding would be a far better solution.
Item 3. During the plan preparation, the ground cover of the islands
in the ECC parking lot was discussed with Mr. Erick Larsen, Building
Administrator of Fountain Square Campus since ground cover was being
installed by ECC adjacent to the building.
After the parking lot was completed we were advised that ECC did not
have any trucks to haul top soil . Also, the proposed treatment with
will eliminate mowing.
SUMMARY OF CHANGES IN CONTRACT
The contract amount shall be revised on the following basis:
Item 1 . Seventy two (72) Cottoneaster Acutifolia or Cottoneaster
Horizontalis on 18 inch centers on the south side of ECC Building
adjacent to Fulton Street. Three inch (3") thick wood chip mulch
over entire area - 200 sq.ft. of wood chips.
Cost for the above work $1 ,728.00

Item 2. Sixty (60) square yards of Merion sod in the island on the
north side of Fulton Street east of Commonwealth Edison Company
transformer. Level ground,use 10-6-4 Commercial fertilizer for sod.
Cost for above work $ 180.00
Item 3. Islands in the ECC parking lot-level the ground and cover
with a minimum of 4 inch thickness of uniformly graded washed gravel
without fines, Gradation CA 5-360 square yards. Four (4) mil
polyurethane vinyl cover under the gravel .
Cost for above work $ 1 ,185.00
Total addition to the contract amount $ 3,093.00
By reason of this Change Order No.2, the contract cost shall be increased
in the amount of Three Thousand Ninetythree and 00/100 Dollars ($3,093.00).
OTHER CONTRACT PROVISIONS
All other provisions of the contract shall remain the same.

RE: Spring, DuPage & Fulton Streetscaping
Change Order No.2
Attached is Change Order No.2 for Spring, Dupage & Fulton Streetscaping
project.
The change order covers treatment of islands in the ECC parking lot
and ground cover, sodding and planting adjacent to ECC Building on the north
side of Fulton Street not included in the original contract.
The total change order is for $3,093.00 or 1 .1% of the original contract
cost of $276,250.67. Change Order No. 1 that was approved by the City Council
was for $5,320.00. If approved, Change Order No.2 will bring the total
contract cost for the project to $284,663.67.
Please place this item on the agenda of the Committee of the Whole
Meeting and the City Council Meeting of Monday, September 26, 1983.
