HomeMy WebLinkAbout80-1006 SEIU Amendment $b - 10(:)b Amendment to CITY OF ELGIN and PUBLIC SERVICE EMPLOYEE GROUP 1980 - 1981 Agreement Following a series of meetings between the Water Treatment Operators and the management staff of the Water Department, a mutual understanding has been reached to condict a trial staffing program based on twelve (12) hour shift schedule. The trial period is proposed for the period Sunday, October 11, 1980 through Saturday, January 24, 1981. The effectiveness of the schedule will be monitored during the trial period through periodic meetings between the operators and staff. In order to accomodate a trial twelve (12) hour shift schedule certain temporary modifications must be made to the current employee agreement. Those sections affected and the nature of the temporary modification are identified below. These modifications will not affect any member of the Public Services Employee Group other than individuals occupying the position of Water Treatment Operator. Item 4. Section b. Normal Work Week Current - The normal work period and total work hours shall not exceed fourteen (14) days and an averaged forty (40) hour weekly work schedule. Change - ADD . . . except for twenty-four hour shift operations which shall be on an averaged forty-two (42) hour weekly work schedule. Item 5. Section d. Shift Differential Current - A shift differential shall be paid to employees in the Water Treatment section of the Water Department and in the Municipal Garage Operations pursuant to the provisions below. Employees whose majority of regularly scheduled work hours fall between 2:30 p.m. and 10:30 p.m. (Second Shift) shall receive a premium differential of twenty cents (20t) per hour in addition to their regular straight time hourly rate of pay for all hours worked during the second shift. Employees whose majority of regularly scheduled work hours fall between 10:30 p.m. and 6:30 a.m. (Third Shift) shall receive a premium differential of twenty-five cents (25t) per hour in addition to their regular straight time hourly rate of pay for all hours worked during the third shift. Change - Same first sentence PLUS - Garage employees whose majority of regularly scheduled work hours fall between 2:30 p.m. and 10:30 p.m. (Second Shift) shall receive a premium differential of twenty cents (20t) per hour in addition to their regular straight time hourly rate of pay for all hours worked during the second shift. Water Treatment employees work twelve hour shifts from 6:30 a.m. to 6:30 p.m. (Day Shift) and 6:30 p.m. to 6:30 a.m. (Night Shift) . Employees whose regularly scheduled work hours fall between 2:30 p.m. and 10:30 p.m. shall receive a premium differential for regular hours actually worked of twenty cents /200 per hour while employees whose regularly scheduled work hours fall between 10:30 p.m. and 6:30 a.m. shall receive a premium differential for regular hours actually worked of twenty-five cents /250 per hour. Such premium differential Shall be in addition to their regular straight time hourly rate of pay for all hours worked during the eligible premium periods. Item 4. Section e. Overtime Pay Current - 2nd sentence - For shift employees, this would be in excess of the scheduled eight (8) hours in a day or eighty (80) hours in the normal work period actually worked. Change - 2nd line . . . scheduled twelve (12) hours in a day or eighty-four (84) hours in the normal work period actually wOrk8d. Item 5. Section c. Personal Days Current - 4th sentence - Four the purpose of interpretation of this section, employees assigned to a twenty-four (24) hour shift operation consisting of an eight (8) hour workday shall actually receive the time off for any eligible personal day. Change - 3rd line . . . consisting of an twelve (12) hour workday. . . . Item 5. Section d (l) Holiday Remuneration Current - Employees who are assigned to a twenty-four (24) hour shift operation consisting of an eight (8) hour workday shall receive holiday compensation if worked or not. Change - � 2nd line . . . consisting of an twelve /12\ hour workday shall receive eight (8) hours holiday compensation if worked or not, unless employees actually work a full*twelve (12) hour shift OO said holiday for which they shall receive twelve (12) hours holiday compensation. * NOTE: When the Eve's half holiday are observed the above holiday compensation would be four (4) hours if worked Or not, unless a full twelve (12) hour shift is worked on said Eve the compensation would be six (6) hours. Compensation - The change in work schedule from 80 hours to 84 hours every fourteen (14) days results in the base rates of the water treatment operators being increased by four (4) hours of straight time pay bi- weekly. This changes the salary range as follows: - Current - 1255 1315 1367 1425 1485 1549 7.24 7.59 7.89 8.22 8.57 8.94 15060 15780 16404 17100 17820 18588 Change - 1317 1381 1436 1496 1559 1627 7.24 7.59 7.89 8.22 8.57 8.94 15804 16572 17232 17952 18708 19524 The Water Treatment Operators would be placed on a salaried compensation schedule instead of the current hourly schedule for their base work schedule. Thus vaca- tion or sick leave usage will be compensated on the basis of an 84 hour week rate. Hours worked over twelve (12) hours in a day or 84 hours bi-weekly will be com- pensated at one and one-half (PI) times the listed straight time hourly rate of pay. A final review and status of the trial period will be determined by January 9, 1981. Continuation of the twelve (12) hour schedule will only occur if agreeable to the City Manager, department's staff and a majority of the water treatment operators. If the new shift schedule is permanently adopted it can be continued from the end of the trial period. This amendment will be rewritten as a permanent addendum to the employee agreement prior to January 24, 1981' If, as of January 9, 1981, it is decided not to continue the twelve hour schedule, water treatment operators will have until January 24, 1081 work out any trade time obligations.
