PROVIDING FOR A PUBLIC HEARING TO CONSIDER
AMENDMENT OF THE URBAN RENEWAL PLAN
WHEREAS, the City of Elgin has heretofore adopted an urban renewal
plan; and
WHEREAS, said plan provides for a fifteen Toot yard requirement
along the periphery of the project area; and
WHEREAS, it is necessary and desirable to consider amending the plan
by reducing the yard requirement to five feet.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that a public hearing shall be held by the City Council of the
City of Elgin in the City Council Chambers, 1S0 Dexter Court, Elgin, Illinois,
on June 28, 1978 at 8:00 p.m. to consider amendment of the urban renewal
plan of the City of Elgin to reduce required yards from fifteen to five
feet.
BE IT FURTHER RESOLVED that the City Clerk be and is hereby directed
to cause a copy of this resolution to be published in the Daily Courier-News
not less than seven days prior to the date set for the public hearing.

Enclosed is a Certificate of Compliance for the Gail Borden
Library. With the recent amendments to the Urban Renewal Plan,
adopted by Resolution of City Council on June 28, 1978 the library
is in full compliance with the provisions of the Urban Renewal
Plan. I trust this final action will clear the library's deed of
any impediments.

Re: Quit Claim Deed Provisions
The Department of Community Development of the City of Elgin has
inspected the site improvements carried out by the Gail Borden
Library in the construction of their current facility. These im-
provements have been reviewed in terms of the land use provisions,
building requirements and additional regulations mandated by the
Urban Renewal Plan, Code Number R-213 as amended, Central Area
Redevelopment Project, Elgin, Illinois, Ill. No. R-44.
We find these improvements are in compliance with the conditions
stated in the Urban Renewal Plan, and under terms of the Quit Claim
Deed executed by the City of Elgin with the Gail Borden Library,
we issue this Certificate of Compliance.
